Over the weekend, the New York state legislation passed a bill that would provide free tuition at all two- and four-year public colleges for in-state students. Known as the Excelsior Scholarship, the fund will cover over 1.3 million full-time students at 64 campuses around the state, according to NPR.
The state version focuses entirely on college tuition aid available to residents. New York had already acted in 2001 to allow immigrants in the country illegally to be eligible for in-state.

Some tuition-free schools are grounded in a commitment to supporting regions of the country that have been historically impoverished (namely Appalachia), and thus may be open.
New York will be the only state in the country to offer universal public college tuition coverage for working- and middle-class residents after the program was included in the budget package.
